Insurance in case of unpaid rent by young people

The Government is preparing an insurance measure to help tenants and owners in the event of non-payment of rent regarding housing intended for young people. This is about a measure that has already been approved and that will, therefore, be part of the State Housing Plan which is expected to enter into force next year. This insurance policy covering non-payment of rent would act as a kind of shield for the owner, so to speak, because it would guarantee a way to collect part of the rent payment assuming that the tenant could not meet the payments. In addition, this insurance measure would also help the tenant because it would enable him/her to continue living in the house, of the rental contract, in spite of not being able to pay for the rent. According to recent Government sources, this insurance policy would cover up to twelve months of the rent payment, being applied to rental contracts signed by young people, as we have already mentioned. Likewise, the State Housing Plan expects to approve a Bono Youth Rental consisting of economic aid of 250 monthly euros in order to encourage housing access to young people and, thus, complementing this insurance. Some weeks ago, we wrote an article in this blog about the difficulties that young people have to face in order to rent or purchase property. In that article, we mentioned that 62% of Spanish young people under the age of 35 connot access to housing due to economic problems. Undoubtedly, this is a serious setback for our youth and it is also, in turn, an issue that creates problems for third parties. One of these problems is the non-payment of rent which affects the owner to the full. Sometimes, young people sign rental contracts which they later cannot fulfill and this ends by affecting the owner adversely. This insurance policy covering non-payment of rent means a relief for owners who rent their property to young people, as they know that from the year 2022 onwards they will have an insurance coverage which they did not have before.

PROTECTION OF THE PROPRIETOR

The rental insurance that has been announced would cover a percentage of the rent. How much? How would it operate? First and foremost, the tenant must apply for it and once this has been done the Administration would bear the cost of the insurance. Therefore, in the event of the tenant not being able to pay for the rent, then the proprietor would benefit from this insurance. We must point out that each Autonomous Community will have the power to decide the insurance coverage that will be applied. However, what will above all be unalterable is the fact that it will only cover an annual 5% and that it can only apply to rental contracts signed by young people aged between 18 and 35 who pay a maximum amount of rent of 600 euros and 900 euros in cities like Madrid and Barcelona. Some time ago, we wrote an article in this blog about the fears of renting a house. In that article we pointed out that late payment was one of the great headaches suffered by the owner. In point of fact, nowadays it is very common that the owner takes out insurance in order to avoid this kind of problem. This is why it is justified that an institutional measure has been sought in order to protect the owner who rents property to a young person. And it also, in turn, helps this young person in the event of not being able to fulfill the contract that was signed.

IN DECEMBER ALL THE DETAILS WILL BE KNOWN

According to the Government, 30.000 houses will be set aside for renting to young people through the State Housing Plan. For instance, this plan can be used in the case of a young person losing a job and, thus, not being able to pay for the rent. We must take into account that that this insurance will only apply to young people who do not go beyond a specific income threshold. However, this amount has still not been established. This and other details still need to be polished ( it is calculated that this month of December all of these details will be defined ). Nonetheless, what we do know is that each Autonomous Community will be responsible for negotiating with the insurance company in order to give shape to this type of insurance.
